Wooden Toy Manufacturers in the UK

UK buyers face a marking question that does not exist elsewhere in Europe: toys placed on the GB market need UKCA, and toys are one of the product groups where CE was not extended. This page sets out what that means for a wooden toy order, and what our factory supplies against it.

UK production or a factory-direct order

Great Britain has a small number of specialist wooden toy makers and a much larger number of importers and distributors. Buying from a domestic maker buys you speed and proximity; buying factory-direct buys you unit cost, tooling and range, at the price of freight time and a documentation load.

What decides it in practice is usually the first order size and how much of the item is new. If the item already exists, the import route rarely loses. If the item needs new tooling, the design and sampling sequence matters more than the country of origin.

UKCA, EN71 and the Toys (Safety) Regulations 2011

Since 1 January 2021, toys placed on the GB market are governed by the Toys (Safety) Regulations 2011 and carry the UKCA marking. The UK's indefinite recognition of CE marking covers many product regulations, but toys are among the groups left out, so a wooden toy going to Great Britain needs UKCA rather than CE.

Northern Ireland is different: it follows the EU rules and uses CE. If you sell into both, the same item can need two markings on two pack versions, and the artwork has to be built for that from the start.

The technical standard itself has not diverged. EN 71 remains the designated standard, so the testing behind a UKCA-marked toy and a CE-marked toy is substantially the same work. That is why one test programme can serve both markets, with two pack versions. See UKCA marking for wooden toys.

What the UK importer is responsible for

When goods are imported into Great Britain the compliance duties sit with the importer rather than the factory. In practice that means four things:

  • the importer's name and address on the product or its packaging;
  • a technical file held for the item, including the test reports and the declaration of conformity;
  • the UKCA marking applied to the product or, where permitted, to the packaging;
  • traceability, so a toy in the market can be tied back to the batch and the supplier.

None of that is done by the factory, but all of it is made easier or harder by what the factory supplies. We provide the per-item test reports, the technical specification, the material and coating declarations and batch identification, so the importer's file is assembled from documents rather than from memory.

Testing and documentation for a UK order

Testing is carried out per item and per material combination against EN 71: mechanical and physical properties, flammability, and the migration of certain elements from coatings and inks. Change the wood species, the paint or a hardware component and the item is a new item for testing purposes.

Where an order also serves the EU or Ireland, the same EN 71 programme supports the CE route; what differs is the marking, the pack artwork and the responsible economic operator on each side. See EN71 requirements for wooden toys and import requirements by market.

Cost, MOQ and the container maths

In-stock wooden toys start at 50 pieces per item; custom and private-label items are quoted per product. Production runs around 30 days after confirmation.

On a first order the freight is usually the surprise rather than the goods. Our carton data, size, CBM, pieces per carton, gross and net weight and 20 ft / 40 ft loading, is published and downloadable so the shipment can be priced before the order is placed: see the wooden toy container loading table.

Shipping to a UK port

Orders ship from Ningbo or Shanghai, most often on FOB terms with your nominated forwarder, into Felixstowe, Southampton or London Gateway. Mixed orders consolidate, so a first shipment can carry several references rather than forcing a container of one item.

Retail-ready packaging, barcodes and hang tags are produced to your artwork at the factory, or the order can ship in plain export cartons. See retail-ready packaging and labelling and Incoterms and cartons.

Frequently asked questions

Do wooden toys for the UK need UKCA or CE marking?

Toys placed on the GB market need UKCA; toys are one of the product groups the UK did not include in its indefinite recognition of CE marking. Northern Ireland follows the EU rules and uses CE, so a range sold in both markets needs two pack versions.

Is EN71 still the standard for the UK?

Yes. EN 71 remains the designated standard, so the test programme behind a UKCA-marked toy is substantially the same as for a CE-marked one. What differs is the marking, the artwork and who holds the technical file.

Who is responsible for the technical file?

The UK importer, not the factory. We supply the per-item test reports, the specification, the material and coating declarations and batch identification so the importer's file can be assembled from documents.

What is the minimum order for a UK buyer?

In-stock wooden toys start at 50 pieces per item. Custom items are quoted per product, because the minimum depends on tooling and on how much of the item is new.

Can the same order serve the UK and the EU?

Yes, with two pack versions. The EN 71 test programme is shared; the UKCA and CE markings, the responsible operator details and the artwork differ by market.

How long does a UK order take?

Catalogue items are usually dispatched within 48 hours and custom sampling takes about 10 days. Production runs around 30 days after confirmation, after which ocean transit and the inland leg are booked by your forwarder.
