Wooden Toy Manufacturers in Europe
Europe is the most heavily regulated market in this trade, and the rules changed recently in a way that catches importers out. This page covers what a wooden toy sold in the EU has to satisfy, and what our factory supplies so an EU buyer can meet it without building the file from zero.
European production or factory-direct supply
Europe has strong wooden toy makers, particularly in Germany, the Czech Republic and the Nordics, and they are usually the right answer for small volumes, short lead times and a domestic story on the packaging. For range, unit cost and tooling, factory-direct supply from China is the more common route, and the compliance work is largely the same either way. What differs is who performs it and where it is documented.
CE marking and the Toy Safety Directive
A wooden toy placed on the EU market carries the CE marking under the Toy Safety Directive 2009/48/EC. The marking is the visible end of a set of obligations: a technical file per item, an EC declaration of conformity, and testing against the EN 71 series.
- EN 71-1 covers mechanical and physical properties, including small parts, edges and the tests that decide whether a piece is a choking hazard.
- EN 71-2 covers flammability.
- EN 71-3 covers the migration of certain elements from coatings, inks and materials, which is the part most often failed on a painted wooden toy.
Testing is per item and per material combination: a new paint, a new wood species or a new hardware part is a new test. See CE marking for wooden toys and EN71 requirements.
The GPSR responsible person
Since 13 December 2024, Regulation (EU) 2023/988, the General Product Safety Regulation, requires a product placed on the EU market to have an economic operator established in the EU who is responsible for it. For a wooden toy this is not paperwork that can be finished after the container arrives: the responsible operator has to be identified before the goods are placed on the market, with their details on the product or packaging.
Most of our EU buyers handle this through their own import entity or a service provider they already use. What matters at the factory end is that the item data, the batch identification and the conformity documents exist in a form the responsible operator can hold.
EUDR and wood products
The EU Deforestation Regulation covers a defined list of commodities, and wood is on it. The practical question for a wooden toy buyer is which wood products fall inside that list. Toys are classified under CN 9503, which is not among the covered product codes, while wooden furniture under Chapter 94 is. So a wooden toy order and a wooden furniture order can sit on opposite sides of the same regulation.
That is a classification point rather than a marketing one, and it is worth checking against your own customs classification rather than ours. We wrote it up in full, including the CN 9503 comparison, in does EUDR apply to wooden toys. Where a buyer does need supply-chain documentation for the timber, the file is kept on record and can be provided.
Cost, MOQ and the container maths
In-stock wooden toys start at 50 pieces per item; custom and private-label items are quoted per product, because the minimum depends on the tooling. Production runs around 30 days after confirmation.
With EU testing added to the goods, the freight comparison matters more rather than less. Our carton data, size, CBM, pieces per carton, gross and net weight and 20 ft / 40 ft loading, is published: see the wooden toy container loading table.
Shipping into the EU
Orders leave from Ningbo or Shanghai, usually FOB with your nominated forwarder, into Rotterdam, Hamburg, Antwerp or a Mediterranean port. Mixed orders consolidate, so a first shipment can carry several references.
Retail-ready boxes, multi-language labels and barcodes are produced to your artwork at the factory; alternatively the order ships in plain export cartons. For label content per market, see import requirements for the EU, UK, US, Canada and Australia.

Frequently asked questions
What does a wooden toy need to be sold in the EU?
CE marking under the Toy Safety Directive 2009/48/EC, a technical file and EC declaration of conformity per item, and testing against EN 71-1, EN 71-2 and EN 71-3 for the item as specified.
What is the GPSR responsible person?
Regulation (EU) 2023/988 applies from 13 December 2024 and requires an economic operator established in the EU to be responsible for a product placed on the market, with their details shown on the product or packaging.
Does the EUDR apply to wooden toys?
Toys fall under CN 9503, which is not among the product codes covered by the EU Deforestation Regulation, while wooden furniture under Chapter 94 is. The classification is the buyer's to confirm, and we explain the comparison in our EUDR article.
Which tests come with an EU wooden toy order?
EN 71 reports issued per item and per material combination: mechanical and physical properties, flammability, and the migration of certain elements. A change of wood species, paint or hardware means re-testing that item.
What is the minimum order for an EU buyer?
In-stock wooden toys start at 50 pieces per item. Custom items are quoted per product, because the minimum depends on tooling and customisation.
How long does an EU order take?
Catalogue items are usually dispatched within 48 hours and custom sampling takes about 10 days. Production runs around 30 days after confirmation, after which transit is booked by your forwarder.
