Industry News

Industry News covers what is changing around wooden toy sourcing rather than inside our own plant: regulation and testing requirements, marketplace documentation, material supply and freight conditions. It is written for importers, wholesalers and brand owners who have to decide whether a rule actually applies to the item they are buying.

Why regulation news matters before the order, not after

Compliance is built into the order, not added to it. The age grading fixes the test list, the test list fixes the sample that has to be sent to the laboratory, the testing fixes the shipping date, and the labelling has to be printed before the cartons are made. A buyer who learns about a changed requirement after production starts is choosing between a delay and a rework. That is why we publish market and regulation notes here rather than leaving them in an email thread.

What we follow

  • European Union. EN71 test requirements, CE marking obligations, the content of the technical file, declaration of conformity and the warnings and age marking that have to appear on the toy and the packaging.
  • United States. CPSIA obligations, ASTM F963 testing, the Children's Product Certificate, and the tracking label that has to be present on the product and its packaging.
  • Marketplace requirements. Amazon and comparable retail channels ask for documentation that is more specific than the law requires, and a listing can be suspended on paperwork alone. We keep a copy of the documentation set that each item needs to be listed.
  • Material and freight signals. Plywood, beech and pine supply, paint and hardware availability, container rates and transit times on the main routes into Europe and North America.

The two markets that decide most wooden toy orders

Between them, the European Union and the United States determine the specification of nearly every order we quote. The EN71 wooden toy requirements page sets out the European side part by part, and the guide to choosing safe wooden toys covers the checks that apply in both markets. The documents themselves — what a test report proves, what CE marking does and does not mean, and where the importer's obligation starts — are explained on the toy safety standards page.

How to read a compliance headline

  1. Which market? A rule that applies in the EU has no effect on an order shipped to the United States, and the reverse is also true.
  2. Which age group and product type? Requirements are written by age band and by product category; a rule for toys under three years old rarely reaches a range graded 6+.
  3. Does it change the test, the marking, or only the paperwork? A change in documentation is a file update; a change in testing is a laboratory booking and a shipping date.
  4. Is there a transition period? Most changes carry one, which decides whether it affects the order you are placing now or the next one.
  5. Does the item fall inside it? Wooden toys are affected differently from soft toys, electronic toys and playground equipment, and packaging is often in scope when the toy is not.

Sourcing signals worth watching

Three things move wooden toy landed cost more than the factory price does. Plywood and solid wood supply, because a change in grade changes both the material cost and the surface finish that has to be painted. Freight, because container rates on the routes into Northern Europe and the US East Coast can move by a larger percentage than the unit price. And the pre-holiday capacity peak, when every factory in Yunhe is competing for the same paint lines and the same container space.

The three markets, and what each one asks you for

Most wooden toy orders are quoted with one destination in mind, and the paperwork changes with it. This is the list we work from.

  • United States. Children's product rules under CPSIA, mandatory ASTM F963 testing, a Children's Product Certificate for the item, and a permanent tracking label on the product and its packaging. The CPSIA and CPC certificate guide covers the certificate itself.
  • Great Britain. The Toys (Safety) Regulations 2011 with EN 71 test evidence. CE marking continues to be accepted on the UK market, UKCA marking is the UK route, and the importer name and address must appear on the toy or the packaging.
  • European Union. The Toy Safety Directive, EN 71-1, EN 71-2 and EN 71-3 testing, CE marking, the EU Declaration of Conformity and the technical file. Since 13 December 2024 the General Product Safety Regulation (GPSR) also requires a responsible person established in the EU. The EN71 requirements page goes through the test parts one by one.

Packaging now sits in the same conversation. The EU Packaging and Packaging Waste Regulation (PPWR) starts to apply in 2026 and raises the recyclability and reporting expectations for cartons, inserts and any plastic used to hold a toy in place. Paper-based retail packaging with no plastic window is the simplest way to stay ahead of it, and documentation for the board is available on request.

Marketplace listings ask for more than the law does

Amazon, Etsy and comparable channels check documentation that regulators do not: the test report for the exact item and age grading, the certificate that names the seller or importer, the tracking label photographed on the product and the carton, and images that show the warnings and the age marking. A listing can be suspended on paperwork alone, so we keep the document set for each item together and send the version that matches the channel you sell on. Tell us the marketplace when you ask for a quote.

Pre-shipment inspection and AQL

Pre-shipment inspection is booked after the goods are packed and before the container is loaded, which is the only point where the inspector can see finished cartons that have not yet been sealed into the container. Importers usually work to an AQL table on a sample drawn from the finished cartons, with the critical checks written into the checklist: small parts and the tension test on any attached component, the finish and the paint film, the edges and corners, the age marking and the carton label. The inspection is commissioned and paid for by the buyer and an outside agency is welcome in the plant; we do not charge for the visit. Send your AQL level and checklist before the date is booked.

Ask us about your market instead of guessing

If a change looks as though it applies to your programme, send us the item, the age grading and the destination country. We will tell you which test report the item needs, whether the current report still covers it, and what has to change on the artwork and the carton. In-stock items start at 50 pieces per item; samples of in-stock items usually leave within 48 hours and custom sampling takes about 10 days; production is normally about 30 days after order confirmation.
