Wooden Toy Manufacturers in Germany

Germany is the largest toy market in Europe and one of the most demanding on documentation. A German buyer usually checks the product file, the packaging registration and the responsible-person details before talking about price. This page sets out what a wooden toy sold in Germany has to satisfy, what our factory can supply, and where the limits are.

Germany is not just another EU market

The product-safety rules are EU-wide, but the German buying culture adds expectations that a buyer from another member state may not raise. Specialist retailers, department stores and marketplace sellers tend to ask for a complete file at the quotation stage rather than after the order. The questions are predictable: which EN71 reports cover this item, who is the EU responsible person, how is the packaging registered, and does the factory hold a current social-compliance report.

That does not mean the bar is impossible for a Chinese factory. It means the factory has to be able to answer with documents rather than assurances. A German order is usually won or lost on whether the file is complete, not on whether the wood is good.

Nuremberg is the centre of the trade calendar, and many German buyers use the toy fair to compare ranges before they audit a supplier. A factory that can bring a per-item test report, a packaging data sheet and a battery declaration to that meeting is in a different conversation from one that promises to send them later.

CE marking and EN71: the product file

A wooden toy placed on the German market carries the CE marking under the Toy Safety Directive 2009/48/EC. The marking is the visible end of a file that includes a technical description, the test evidence and an EC declaration of conformity per item.

  • EN71-1 covers mechanical and physical properties: small parts, edges, points, ropes and the abuse tests that decide whether a piece is a choking or strangulation hazard.
  • EN71-2 covers flammability, which matters where the toy includes fabric, cord or a costume element.
  • EN71-3 covers the migration of certain elements from coatings, inks and materials. On a painted wooden toy this is the part most often failed, and the report has to name the colour and the part tested.

Testing is per item and per material combination. A new paint, a new board grade, a new wood species or a new metal fastener is a change of product for test purposes. The file also has to match the item actually shipped, which is why a change-notification rule matters more than a folder of old reports.

See CE marking for wooden toys, EN71 compliance and chemical migration in wooden toys for the detail behind each part.

The GS mark: voluntary, but often requested

The GS mark, Geprüfte Sicherheit, is a German safety mark awarded by an independent testing body under the Product Safety Act. It is voluntary. CE marking is the legal requirement for a toy; GS is an additional certification that a German retailer may ask for because it carries a recognised test body's name and a regular factory inspection.

Three points are worth keeping straight:

  • GS does not replace CE. A toy still needs the CE route, the EN71 evidence and the declaration of conformity.
  • GS is product- and factory-specific. The certificate normally names the model and the production site, and the mark is only valid for that combination.
  • GS adds a factory inspection. The testing body reviews the production control, not only the sample, which is why a buyer may treat it as evidence of consistency rather than only of design.

If a German buyer requires GS, the scope, the testing body and the model list should be agreed before sampling, because the certification adds time and cost. We can prepare the technical file and samples for the chosen body and coordinate the factory inspection; the certificate itself is issued to the applicant, not to the factory by default.

GPSR and the EU responsible person

The General Product Safety Regulation, Regulation (EU) 2023/988, has applied since 13 December 2024. For a wooden toy it adds a named economic operator established in the EU, traceability and a route for incident handling on top of the toy-specific rules.

For goods made in China, that responsible person is normally the German importer, an authorised representative established in the EU, or a fulfilment provider that has accepted the role. A Chinese factory cannot write its own name in the field unless it has the relevant EU establishment and has taken the role on. The name, postal address and electronic contact have to be available on the product, the packaging or an accompanying document, and for an online offer before the order is placed.

What the factory can do is make the file usable: item identification, batch marking, material and coating records, test reports and a change log. That is what the responsible person needs when an authority or a marketplace asks. See GPSR for wooden toys for the checklist.

VerpackG and LUCID: register the packaging, not the toy

Germany's packaging law, the Verpackungsgesetz, is separate from toy safety and catches first-time sellers regularly. Anyone who places packaging on the German market for the first time has to be registered in the LUCID register run by the Zentrale Stelle Verpackungsregister, and has to participate in a dual system for the collection and recycling of that packaging.

The practical points for a wooden toy order:

  • The registration belongs to the producer or importer placing the packaged goods on the market, not to the Chinese factory. The factory supplies the data the registration needs.
  • Packaging includes more than the retail box. A typical toy shipment has a printed box, an inner tray or bag, tape, a label, a master carton and sometimes stretch wrap. Each material and weight has to be reported.
  • The data has to be specific. Material type and weight per component, not a generic carton weight. A change of box or insert changes the report.
  • Marketplaces check the registration. German online marketplaces are required to confirm that a seller is registered before allowing packaging to be sold through the platform.

We supply a packaging BOM with material, component and weight for each item, so the importer or brand can register and report without guessing. We do not register in LUCID on the importer's behalf or sign the dual-system contract, because those duties sit with the party placing the packaging on the German market. See PPWR for wooden toy packaging for the EU-level design and data rules that sit alongside the German register.

Battery and electrical toys: BattG and ElektroG

A wooden toy that lights up, plays sound or moves brings two more German registers into view.

Batteries. The Battery Act, BattG, requires a producer placing batteries on the German market to register with stiftung ear before doing so, and to meet take-back and labelling duties. The registration is per producer, not per toy, but the battery type, chemistry and weight have to be identifiable in the product data.

Electrical equipment. The ElektroG implements the WEEE rules for electrical and electronic equipment. A battery-powered toy can fall within its scope depending on the construction, so the German producer or importer should confirm the position with stiftung ear rather than assume that a toy is exempt because it is a toy.

What we supply is the technical input: battery type and chemistry, cell or pack weight, whether the battery is replaceable, the charging arrangement and the electrical BOM. The registrations and take-back contracts remain with the German producer or importer. See battery-powered wooden toys for the product-safety side, including button-cell compartments and UN 38.3.

What a German buyer normally asks for

A first quotation request from a German buyer often arrives with a supplier questionnaire. The documents below cover most of it, and having them ready shortens the loop considerably.

RequestWhat the buyer is checking
EN71 reports per itemThat the report names the item, colour, material and part, and that the standard version is current.
EC declaration of conformityThat the legal acts and standards relied on match the product, signed by the party placing it on the market.
GPSR responsible-person detailsThat a German or EU entity is named and reachable, with the product identification.
Packaging BOM and weightsThat the LUCID registration and dual-system report can be completed accurately.
Battery or electrical dataWhether BattG or ElektroG applies and what has to be registered.
Social-compliance reportThat the site, audit date, scope and findings can be verified with the issuing body.
Quality and inspection recordsIncoming, in-process and final checks, plus the CAPA log for recent findings.
Material and SVHC declarationsThat coatings, adhesives, board and plastics are covered by dated supplier statements.
German label and instructionsThat warnings, age grading and assembly text match the approved translation.

Large German buyers may also apply their own supplier code or a supply-chain due-diligence questionnaire. Those are commercial requirements on top of the law, and the answers are usually the same documents in a different template.

Cost, MOQ and shipping to Germany

In-stock wooden toys start at 50 pieces per item. OEM, ODM and private-label items are quoted per product, because the minimum depends on tooling and on how much of the item is new. Production runs around 30 days after confirmation.

Orders leave from Ningbo or Shanghai, usually FOB with your nominated forwarder, into Hamburg or Bremerhaven, or via Rotterdam or Antwerp for a German inland leg. Mixed orders consolidate, so a first shipment can carry several references rather than forcing a container of one item.

Packaging is where a German order differs from a generic export order. Retail-ready boxes, German-language labels, barcodes and display cartons are produced to your approved artwork. The carton data, size, CBM, pieces per carton, gross and net weight and 20 ft / 40 ft loading, is published so the freight and the packaging registration can be costed before the order: see the wooden toy container loading table.

What BETTERMU can supply for a German order

  • EN71 test coordination per item and per material combination, with the report naming the colour, part and material tested.
  • The technical specification, drawings, material and coating declarations that the importer uses to build the technical file and the declaration of conformity.
  • A packaging BOM with component, material and weight for the LUCID registration and the dual-system report.
  • Battery and electrical data for the BattG or ElektroG check: chemistry, weight, replaceability and charging arrangement.
  • German-language label and instruction artwork produced to your approved translation, with the age warning and importer details in the agreed positions.
  • The social-compliance, quality and chemical-management reports held for the site, shared under confidentiality with the site, date and scope visible; the buyer should verify the current status with the issuing body.
  • Written notification when a material, coating, supplier, packaging component or production line changes before the affected goods ship.

We do not act as the EU responsible person, register packaging in LUCID, register batteries or electrical equipment with stiftung ear, or sign the importer's declaration of conformity. Those duties belong to the party placing the product on the German market. What we can do is make sure the data behind them is complete and current.

Frequently asked questions

Do I need a GS mark to sell wooden toys in Germany?

No. CE marking is the legal requirement for a toy placed on the German market. The GS mark is a voluntary German safety certification that some retailers and department stores ask for; it adds an independent test body and a factory inspection but does not replace CE or the EN71 file.

Is CE marking enough for Germany?

CE and the EN71 evidence cover product safety. A German seller also has to deal with the GPSR responsible person, the VerpackG/LUCID packaging registration and, for battery or electrical toys, the BattG or ElektroG position. Those are separate duties, not alternatives to CE.

Who has to register packaging in LUCID?

The producer or importer that places the packaged goods on the German market for the first time. A Chinese factory cannot register on the importer's behalf, but it can and should supply the packaging BOM with material and weight per component.

Do battery-powered wooden toys need a German registration?

A producer placing batteries on the German market has duties under the BattG, including registration with stiftung ear. A battery-powered toy may also fall within the ElektroG depending on its construction, so the German importer should confirm the position with stiftung ear.

Do the instructions have to be in German?

German retailers normally expect German-language instructions, warnings and age information. We produce the artwork to your approved translation; the accuracy and legal adequacy of the translation remain with the brand or importer.

What audits do German buyers ask for?

Social-compliance, quality and chemical-management audits are common, and some buyers add their own supplier code. We share the reports held for the site with the site, date and scope visible; the buyer should verify the current status with the issuing body.

What is the minimum order for a German buyer?

In-stock wooden toys start at 50 pieces per item. Custom and private-label items are quoted per product, because the minimum depends on tooling and customisation.

Can you ship to Hamburg or Bremerhaven?

Yes. Orders usually leave Ningbo or Shanghai on FOB terms with your forwarder and move into Hamburg or Bremerhaven, or through Rotterdam or Antwerp for a German inland leg. Mixed orders can consolidate several references.
